The Board of Certification/Accreditation, International (BOC), founded in 1984, is an independent, not-for-profit agency dedicated to meeting the demands for quality patient care by offering highly valued credentials for practitioners and suppliers of comprehensive orthotic and prosthetic (O&P) care and durable medical equipment (DME) services.

Executive Staff Bios

Claudia ZachariasClaudia Zacharias

President and CEO

Claudia Zacharias, MBA, CAE, joined the Board of Certification/Accreditation, International (BOC) as President and CEO in August 2009. Her first priority was to establish clear pathways for BOC’s continual growth and success, and to develop relationships with key industry contacts. Claudia brings more than 20 years of non-profit management experience to the position, most recently at the American Nurses Credentialing Center (ANCC), the world's largest and most prestigious board-credentialing organization for the field of nursing.

During her four years with ANCC, Claudia led the development of a $25 million annual operating budget and rolling three-year capital budget. She also developed business plans, led a “re-branding" initiative, and oversaw the marketing and customer service departments. Before accepting the ANCC position, Claudia served as vice president of operations for Leadership Maryland, a highly respected non-profit that delivers statewide two-day educational programs to senior executives from diverse fields. Her background also includes six years as director of membership and communications with the U.S. Naval Institute.

In 2008, Claudia earned the American Society of Association Executives' highest designation, Certified Association Executive (CAE), which is awarded to individuals who have achieved significant results in the association industry. She earned her bachelor’s degree from Hood College and her MBA from Mt. St. Mary’s University.

 

Harry BrandtHarry “JR” Brandt

Director of External Relations

Harry “JR” Brandt, BOCO, CO, LO, CTO, CII, serves as the BOC liaison with the legislative community and others who influence the legislative community, representing the interests of BOC stakeholders. He also supervises BOC facility accreditation site surveyors. JR is instrumental in the development of ideas and strategies to continually improve BOC’s business model and frequently represents BOC interests before associations, trade groups, and other agencies.

JR has been in the Orthotic and Prosthetic industry since 1981 and has managed small and large facilities. He managed the Orthotics and Prosthetics Department for Shriners Hospital for Children, Northern California for 16 years. After leaving Shriners Hospital, JR consulted for various Orthotic/Prosthetic manufacturers, focusing on business and clinical development in China and the U.S., and DMEPOS claim reviews for various insurers. Prior to joining BOC’s executive team, he served BOC as board member, where he served as Chairman and held multiple committee positions.

 

Wendy MillerWendy Miller

Director of Facility Accreditation

Wendy Miller, BOCO, ensures excellent customer service and high-quality work processes for BOC’s current and prospective accredited DMEPOS suppliers. She works closely with the Program Integrity group at the Centers for Medicare/Medicaid Services (CMS), communicating frequently with CMS leaders regarding accreditation standards. Wendy is also an acknowledged expert in the field of DMEPOS accreditation, and is a sought-after speaker at industry events, including annual conferences for Essentially Women, Medtrade, AOPA, and PFA.

Wendy has over 20 years of experience in the DME and O&P industries. Prior to joining the BOC staff, she served on the BOC Board of Directors for six years, where she played key roles in the development of the orthotic fitter (COF) and mastectomy fitter (CMF) certifications. Wendy spent 16 years in the DMEPOS field and has been a BOC Orthotist since 1992.

 

Jan paul Miller

Director of Certification 

After a career in higher education as a teacher of English and the humanities, Jan paul Miller, M.A., M.Ed., embarked on what he called “Act II,” of his life as an administrator in not-for-profit organizations.  He feels it’s a natural extention of "Act I" and that education is professional development, and credentialing is the highest form of professional development.

Miller heads BOC’s Certification Department where he is responsible for test development and deployment as well as supervising the re-certification aspect of BOC’s programs.  He believes BOC's assessment instruments are grounded on sound psychometric principles and enjoys a strong relationship with the testing vendor who has an excellent record assisting organizations in the allied health field.  This strong foundation is aided by the incredible cadre of volunteer subject matter experts who make BOC's examinations the best in the profession.

Miller has held positions as the founding education director at National Customs Brokers, vice president for certification at Construction Management, Certification Manager at Construction Specifications, and Program Manager at NICET.  He feels fortunate for these experiences because they have allowed him to bring a skills set to BOC to support his personal goal of unparalleled customer service to our certificants.
